  17. <p>     In most cases, ignorance of the law is no excuse. But the
  18. U.S. Supreme Court made a rare exception last week, when it
  19. ruled that individuals may not be convicted of federal criminal
  20. tax violations if they sincerely believe they are exempt from
  21. income tax laws. The 6-to-2 decision set aside the one-year
  22. prison sentence and five years of probation imposed on American
  23. Airlines pilot John Cheek, who filed no returns for six years.
  24. Cheek's defense: he claimed that his salary was not taxable
  25. under the IRS code because he believed only gains or profits
  26. are income.

  28. <p>     Tax chiselers are not expected to benefit much from similar
  29. pleas. The decision does not change the obligation of all
  30. nonpayers to pay any back taxes due, plus interest and
  31. applicable civil penalties. Last week's ruling affects only
  32. criminal convictions, which must be based on "willful"
  33. violations. Still, dissenting Justice Harry Blackmun blasted
  34. the court for encouraging "taxpayers to cling to frivolous
  35. views of the law."
